Steven Chintaman, Esq. is Vice President of Government Affairs for the Pennsylvania Apartment Association, where he leads the Association’s legislative, regulatory, and coalition-building efforts on behalf of housing providers across the Commonwealth. In this role, he manages a high-performing government affairs team, designs and executes multi-year policy strategies aligned with state and national priorities, and cultivates key partnerships to advance housing affordability, availability, and operational stability.
An attorney admitted to practice in Pennsylvania, Steven brings extensive experience in public policy, municipal compliance, and legislative advocacy. Prior to joining PAA, he served as Senior Associate at Bellevue Strategies, LLC, leading the firm’s City Relations practice and advising clients on zoning and regulatory matters. He previously held legislative roles with the Philadelphia City Council and worked in political campaigns at the local and national levels. Steven earned his Juris Doctor from Rutgers Law and a Bachelor of Arts from La Salle University. He serves on nonprofit boards, holds a Board Governance Certificate from the University of Pennsylvania, and was recognized as a City & State Pennsylvania 40 Under 40 Rising Star.
