Heather Bowlan joined C70 in May 2026 and serves as Program Manager for the Documenters program, which empowers citizen journalists to report on local government. She graduated summa cum laude from the University of Pittsburgh (BA) and North Carolina State University (MFA), and has worked for academic and advocacy organizations in Philadelphia and across the country. Throughout her career, Heather's strong writing skills and love of logistics have led her to roles spanning communications, community organizing, and program development. Born and raised in Northwest Philadelphia, she is deeply committed to neighbor-led civic education and helping residents better understand how local government works.
