City Budget Simulation Experience

The Committee of Seventy, in partnership with the Community College of Philadelphia, is offering two exclusive, hands-on budget exercises designed to make the municipal budget process more accessible.

In this interactive simulation, participants will step into the roles of key players in the budget process, representing the Mayor’s Office, City Council, and advocacy groups. Given a fictional budget scenario, they will navigate trade-offs, balance competing priorities, and gain a firsthand understanding of the complexities and challenges of shaping a city budget.

Guided by Anjali Chainani, PhD (Founder & Principal, Anavi Strategies) and Vaughn Ross (Founder & Principal, Rvesta), participants will gain practical insights into municipal decision-making and leave with a deeper understanding of how budget decisions are made—and how they can engage in the process.

Before the hands-on activity, there will be a presentation by a representative from the Pennsylvania Intergovernmental Cooperation Authority (PICA). The presentation will offer key insights into Philadelphia’s budget, fiscal planning, and governance to ensure all participants have a strong understanding of these aspects before the simulation.
