City Hall Roll Call: June 24, 2021

City Council Passes Budget, Adjourns for Summer

Man dropping a ballot into a voter box

Session Recap:

After weeks of tense negotiations, Council passed the necessary budget ordinances prior to its June 30th deadline. Council’s final passage calendar was a whopping 78 bills and resolutions, mostly administrative and bureaucratic matters, with a number of bills of substance worth note that passed today.

Councilmember Brooks saw two important pieces of legislation passed today, Bills No. 210329-A and 210330-A, which aim to prevent discrimination in rental screening practices. The bills would require landlords to use and disclose uniform screening criteria for tenants, and would prohibit landlords from using credit scores alone to deny tenants.

The City also authorized the purchase of police tasers for the Philadelphia Police Department, with a number of members (Brooks, Gym, Gauthier and Thomas) opposing the measure.

Council also tackled the ongoing issue of low wages at airport concession stands, by extending prevailing wage laws to a new class of workers at the Philadelphia International Airport. The bill, sponsored by Councilmember Kenyatta Johnson, was described by him as a step in the right direction, with still more work to be done.

Even with the relief of having passed a budget, when Council returns in the fall, it will be faced with one of its most important and politically fraught duties - the redrawing of City Council District lines. Check out this piece I wrote that ran in today’s Inquirer to learn more.

City Council and City Hall Roll Call stand adjourned until Thursday, September 16th at 10 a.m. Be on the lookout for regular updates over the summer from me. If you have ideas for newsletter subjects while Council is out of session, please reply to this email and let me know what you’d like to read about.
