Thomas A. Hutton is executive vice president, general counsel, and corporate secretary for Independence Blue Cross and its parent company, Independence Health Group (Independence).
Mr. Hutton oversees all legal affairs for Independence and its subsidiaries. He also has responsibility and oversight for public policy, association affairs, internal audit, and corporate compliance.
As general counsel since 2014, Mr. Hutton has provided legal and strategic guidance to Independence’s leadership team and board during a period of unprecedented growth and diversification for the company. He and his team played a major role as Independence made key investments, expanded to new markets, and navigated the complex legal and regulatory environment of health care.
Prior to joining Independence in 2000, Mr. Hutton was deputy general counsel for Pennsylvania Governor Tom Ridge. In the Ridge Administration, he worked with stakeholders inside and outside of government in support of the Administration’s legislative and policy initiatives.
Mr. Hutton serves on the board of directors for AmeriHealth Caritas, Independence’s Medicaid managed care subsidiary that operates across the country. He also serves as vice chair of the board of the Committee of Seventy, an independent, non-partisan advocate for better government in Philadelphia and Pennsylvania, and as director of the Philadelphia chapter of the Make-A-Wish Foundation.
Mr. Hutton received a bachelor of arts degree in government and international studies from the University of Notre Dame, and he is a graduate of the Dickinson School of Law. He and his wife Cindy have three children.
