Mallory Richards is a senior analyst at PFM in the Management and Budget Consulting practice.

In her current role, she focuses on economic sustainability and tax strategy, assisting city and state governments in maximizing their impact with constrained resources. Mallory’s work includes supporting city-wide efforts to address vacant housing and blight in Baltimore and evaluating the economic and equity impacts of sales tax base expansion in Chicago, using data to help clients make informed decisions.

Before joining PFM, Mallory spent several years in real estate finance at S&P Global as a commercial mortgage-backed securities ratings analyst. She holds a Master of Public Administration from the University of Pennsylvania and a Bachelor of Arts in Economics from Kenyon College. Mallory has published research on the disparate impacts of amenity valuation in the Journal of Land Use Planning and Scientific American, and she is passionate about the intersection of housing and social welfare. She aims to enhance her skills to support local leaders in their pursuit of innovative, inclusive, and data-driven solutions to budget challenges, meeting constituent needs, and fostering an economy that benefits everyone.
