In all Pennsylvania counties, absentee and mail-in ballots can be dropped off at the main elections office. Find your county election office. Ballots must be returned by Tuesday, November 3, at 8 PM.

Ballots returned via the mail and postmarked November 3, not postmarked or with an inelligle postmark will be counted if received by Friday, November 6, at 5 PM.

The counties below are providing additional ballot drop-off options and/or satellite election offices. This list will continue to be updated. Unless otherwise noted, ballots cannot be dropped off at polling places. Only individual voters can return their own ballots.

NOTE: A voter who cannot return their own absentee or mail-in ballot because they are disabled or ill can certify another person to return their ballot if they and the other person complete this form. These "Designated Agent" forms must be submitted with the ballot being returned. A "Designated Agent" can only return mail-in ballots for voters in one household. These forms can also be used for voters unable to drop-off their ballots because they are in a hospital, senior center, nursing home or other similar facility.

Any voter who has received an absentee or mail-in ballot but would rather vote in-person may surrender their ballot and declaration envelope to the Judge of Elections at their polling place, who will "spoil" that ballot. After signing a statement affirming their decision to vote in person and not by mail, they will be allowed cast a ballot on the voting system. Any voter who does not bring their absentee or mail-in ballot and declaration envelope to void at the polling place may vote by a provisional ballot. Please wear a mask at the polls to protect other voters and poll workers.

The following locations will be open 7 days a week and will remain open through Election Day. The hours of operation are as follows: 11:30 AM to 6:30 PM, Monday through Thursday, and 9:30 AM to 4:30 PM Friday, Saturday, and Sunday.

After the mail-in voting application deadline on October 27, the offices will remain open until 8 PM on Election Day as ballot drop-off locations and to issue replacement ballots. Contact the Board of Elections to confirm locations and times.
