We are seeking a highly motivated Program Manager to lead our voter engagement and public education initiatives in Philadelphia and across the Commonwealth. As the Program Manager, you will play a critical role in promoting active citizenship and empowering individuals to participate in the democratic process. The ideal candidate should possess a strong background in program management, community engagement, partner development, communication skills, and attention to detail. Further develop and scale C70’s WeVote program, which works with over 200 partner organizations to share nonpartisan voter education and engagement resources with hundreds of thousands of voters across the region and PA.
Support C70’s robust poll worker recruitment and training efforts in conjunction with internal and external partners.
Collaborate with internal teams and external partners to further develop and execute effective programs and campaigns that promote voter engagement and ongoing, year-round civic participation.
Manage the Buchholz Fellowship program including the application and review process, monthly meetings and program work generated by the Fellows.
Research and stay on civic engagement trends, best practices, and relevant policies to inform program development.
Establish and maintain relationships with community organizations, educational institutions, government agencies, C70 members, and other stakeholders to foster partnerships and expand program reach.
Coordinate and oversee the planning, logistics, and execution of program-related events, workshops, forums, and educational activities, including programs for C70 members.
Develop and manage program budgets, monitor expenses, and ensure efficient resource allocation in close partnership with the CFO.
Collaborate with the marketing and communications team to create compelling content, including written materials, social media campaigns, and multimedia resources, to effectively communicate program goals and engage the target audience.
Track and evaluate program performance using appropriate metrics and reporting tools, making data-driven recommendations for program improvements.
Provide guidance and support to a team of program coordinators and volunteers, ensuring their activities align with program objectives and deadlines.
Represent the organization at community events, conferences, and meetings to promote voter engagement and civic education initiatives.

Proven experience (minimum 3 years) in program management, preferably in the areas of voter engagement, civic education, or related fields.
Strong understanding of community engagement strategies, and civic education principles.
Commitment to maintaining and upholding C70’s fiercely nonpartisan work and reputation.
Demonstrated success in developing and implementing community-based programs and initiatives.
Excellent interpersonal, communication, and public speaking skills to effectively engage diverse audiences and build partnerships. Fluency in multiple languages is a plus.
Strong attention to detail, organizational abilities, and ability to manage multiple projects simultaneously.
Proficiency in using project management tools, data analysis software, and Microsoft Office Suite.
Master's degree preferred in a relevant field such as Public Administration, Political Science, or Nonprofit Management.
Working knowledge of relevant laws, regulations, and policies related to voter registration, election processes, and civic education.
