On Tuesday, February 19th, 2008, Zack delivered testimony at a City Council hearing on three of Mayor Nutter's Charter-change proposals.
The Mayor's first proposed amendment would permit the Administrative Board the power to expand the number of exempt deputy commissioners in City departments beyond the current limit of two. While Seventy fully agrees that commissioners should be permitted more than two deputies exempt from civil service hiring rules, we opposed permitting the Ad Board this discretion. Instead, Seventy proposes that an objective formula be used to determine the number of exempt deputies in each department.
The Mayor's second proposal would make the Office of the Inspector General permanent and independent. Currently, the OIG lives in the executive branch. The Mayor's proposal would better insulate the OIG from political influence by guaranteeing it a budget and providing for other restrictions. Seventy supports making the Inspector General an independent, Charter-mandated office.
The Mayor's third proposal would split the roles of City Representative and Commerce Director, which the current Charter envisions as being filled by one person. Seventy supported this change.
